Old 4200 Ti problems

I have an old Chaintech GX-21 4200 TI 8X. It has been sitting on a shelf for a while and a friend asked for it. Anyway, I decided to test it for him first and this is the problem that I am getting. Can this problem be fixed? I'm open for anything (flashing the bios etc.) that might fix it. Thanks to anyone who might respond.
 
I get that on my 9800Pro when the core is overclocked too high. It's the CPU and/or memory on the card making lots of very small precision errors.

I'd suggest checking the HSF, and/or underclocking the card. It could be overheating. A BIOS flash is unlikely to help.
 
Well, the stock fan crashed but I changed it out with a Vantec IcebeqII so it shoud not be overheating. And I have seated dozens of fans and it looks right on the card, I even reseated it to double check and it still does this.
