Why did'nt they word the question "the united states should lead the world in the arts and sciences- public investment has reaped tremendous benefits in the past - should we continue to invest in the future?" Because they wanted a negative answer thats why.

Sure why not? the government already "assists" companies and artists in the form for protectionism by threat of jail and fines for reproducing thier work or otherwise infrindging on thier works- why not prmote it further with grants and such?
