its called 'stepping' its bascially a dance routine that they do and the cane is a prop. went to ucsb and these black frats would perform every so often. pretty nice routines.

EDIT: walking around carrying the cane where ever they go is stupid in my opinion....its like me carrying my staff or sword around just to let people know i'm a martial artitist.

Don't these people realize that college is your last best chance to be molded into a properly conforming little automaton. When will they learn the true perils of self-expression and individuality.
 
You're not trying to be 'racist' but you go to great lengths to describe their toy candy canes? 🙂 Yes, it's stepping. Probably a fraternity.

I kinda like the Al Jolsen idea...

It's a black frat thing. The main guy is the pledge marshall for the frat.
