okay what happend...

I've never had this problem before...

I took out an old 200w power supply, and installed an antec sl400 (400w) power supply.
In xp when i restart my computer, the monitor goes off and the red, green, and blue, "checking your monitor" block scrolls up and down the screen even though my computer is restarting. By the time it is finished restarting the monitor still has that box on it and even if I turn off the monitor and turn it back on it acts like the computer is not on. But if I shut down computer and hit the power button, the monitor comes on fine and works perfectly. Any ideas? It's driving me insane.

Any help is greatly appreciated!
 
sounds to me like I video card issue....

If it wasn't for the fact that it comes on when you hold your tounge right, I would check the signal cable connection..

do you have access to another monitor/ vidoe card to make sure?
 
Well like I said this has never happened before. The other PSU was a 200 watt Newton.
So I don't know if the 400 watts is making it act up or not.

Here's a list of what I have done:

re-seated video card
plugged monitor directly into video card (its running through mpeg-II decoder)
tried to see if mobo power connector was seated properly (it was)
tried leaving monitor off while re-starting (still had that "checking your monitor" box)

Now I have a few questions:

Will it damage any part of my system?
Who thinks it's the video card? Its an 3Dfx Voodoo 1000G 8MB AGP2x
Does anybody have a spare card I can borrow to check to see if it is indeed the card?

I really need some help this is driving me insane...

sorry, no spares.

Switching to a different monitor won't hurt anything. Heck, you can even change that without shutting down.

Video card is slightly more difficult as to preventing damage.

1. Ensure the test card fits within the range supported by your AGP slot. (Don't know what you have, some newer MB have issues with certain voltage levels on some Vid Cards (3.3v, 1.5v.. don't really remember which was newer/ less supported. If I remember right it was AGP2x cards in new AGP8x capable MB's)
2. (This should be completely obvious) Ensure power is COMPLETELY shut down before grounding yourself and changing the card. Unplugged from the wall is a real good way to be sure. If you didn't do this right when changing the power supply- we might just know how you developed this problem......

3. <If step 2 wasn't obvious, ask lots of "i am new to this" questions before continuing>
