Okay, my friend is having the following problems with his computer:
First, his specs:

A64 3200+
Asus K8V Deluxe
1024mb Corsair XMS Dual Channel PC3200

This is what he tells me:

<goybak> feels like 256-512 ram
<goybak> i did default setting in bios
<goybak> everything takes longer
<goybak> reformating took 3 times longer
<goybak> windows loading time takes like 2 min
<goybak> alot more swaping

He is also using a partition where he saved all of his games. I dont know exactly how he is reformatting but his D drive never goes away. Could this be the problem?
 
It is a little vague to answer. When you install windows delete all existing partitions and then recreate them. Then you should be able to format all them. I would say that you would also want to tweak your bios for optimal settings. Defragging the OS partition, and make sure there is a large enough page file should help.
