That thing that always offers to run and try to find the problem.
It even has an option to automatically fix what it finds. This leads me to a brief experience I had recently...

I was trying to set up a quick and simple two-PC network with a friend. Both PCs running Windows 7, connected via crossover cable. They could ping each other fine, set up the IP and subnet manually. Homegroup absolutely refused to work. Tried setting it up the old school / somewhat manual way, still didn't work for filesharing.

Frustrated for a while, we finally realized that both computers had the same network computer name on these new installations... so they couldn't see each other on any Windows network, even though the TCP connection was fine.

Yeah, I know this was a silly mistake on my part (but we were drinking, give me a break!) but shouldn't this automatic troubleshooting wizard find something so technically simple as this? :/

So /end story/passive rant, and remember to check this if you ever have a connection that refuses to work when everything else seems completely right :)
