Okay, now this swap file thing is confusing me.

I followed Madcowz's tweak guide for the swap file. The win386.swp file was located in C:\Windows. I added the swap file line to system.ini and then disabled virtual memory as instructed. The instructions said to then remove the win386.swp file, but apparently disabling virtual memory did this automatically for me. Then I degfragged my drive and set the virtual memory max and min to 256MB (I have 128MB of RAM). This made the win386.swp file appear again except this time it is in C:\ not C:\Windows. Am I supposed to keep the file this time or get rid of it again?

If you want to disable your swap file, go into the VM section of "My Computer", click "let me handle my settings" and click "Disable Virtual Memory". The next time you start up Windows will automatically delete the swap file.

But I'm not supposed to disable virtual memory right? I thought I was supposed to add the line in system.ini and then set the virtual memory min and max to my RAM x 2. Is this right? Is the win386.swp file supposed to be there for this "tweak"?

the swap file will always be present. get used to it :D i think it'll help your disk fragmentation if you just set the min and max to the same value (1.5x ram).

I don't know what Madcowz said to do but do not disable virtual memory, especially if you only have 128mb. Just add the conservativeswapfileusage=1 under 386enh and set your min and max virtual memory settings to the same value, somewhere between 200 and 400mb. A good program to use is Cacheman. It will adjust the virtual memory settings automatically. Cacheman will also allow you to adjust Filecache settings.
