I just picked up a cheap second hard drive for my pc. (internal) Now my n00b question is this ... is this plug and play or do I need to change any settings in the bios?

Not sure what info you may need to anser my question ...
OS is Xp pro

If it's not SATA (it's PATA / big ribbon cable) you just need to make sure the jumper on the back of the hard drive is set to "slave" -or- that both the old and new drive are set to cable select.

In XP you'll probably need to go to control panel > administrator tools > computer management > disk manangement to format the drive.
