ok XP problems started today need help

there something wrong when i restart the computer it says saving files but then it just stops right there.i can move the mouse and all,but it dosnt restart.now this is after i do a regedit or when i edit services.but if i restart the computer by pressing the restart button on the case (this is when it dosnt restart when it says saving files) and when it all boots up and everything then i restart again it works perfectly.any help would be appreciated
