ok...who is right....paypal or Ritz Camera?

I ordered a camera from Ritz Camera.com.

They have a coupon for 15 off if you use pay pal and 20 off if you use google checkout.

i couldn't get google checkout to work (it keeps taking the 20 off the MSRP and not the sales price)

I move on to use paypal and the 15 off coupon works and I only have to pay 184.99. I think all is good until I receive my receipt. Instead of subtracting 15, it added 15 and now the total on the recipt says 214.99. I check my paypal account and it still displays 185.99. I called customer service and they said that 214.99 is what will be charged, but that they are aware it is an error. I cancel the order and just re do the whole thing. Again...paypal says 184.99 my Ritz reciept says 214.99. I call Ritz again and they say that they will just modify the paypal amount to 214.99 when they ship it out. WTF? I agreed to pay 184.99. Can they do this?
 
They "shipped" my product today.

I look at my paypal receipt. They added more to my amount. The 3rd CS guy I taked to yesterday said I will only be charged 185.xx.

I called them, they still want to charge me 199.xx (the regular sale price, their after "sale" price was 214.xx?) insteads of the 185.xx they originally charged me. they said I misunderstood.....

How can this be misunderstood?
