Ok, unsolvable problem that I spent way too much money on.

Ok first off the problem is pretty simple,

The best way to explain it is, when things load on my computer--the sound becomes really staticy and my computer is significantly slower than normal.

example, if i have music playing and i load a game, the sound will become staticy and play in slow-motion and the game will take a while to load (significantly!). Then in some games, every few seconds it will skip, video and audio. That's basically it, also if it helps, I usually test this by playing music and extracting a file and see if the music becomes distorted.

I've replaced:
Power Supply Unit
Ram
HDD
Heatsink/Fan
Sound Card
Video Card
Motherboard

So, it comes down to this.. Could a damaged CPU be causing this problem? That's the only thing left.. Maybe IDE cables? I know some about computers but I am pretty clueless when it comes to technical stuff.. But the people who work at computer stores are even more clueless than I am. It's so frustrating to get bogus answers from people who work at (mainly) Microcenter, who clearly have no clue what they are talking about but instead of admitting ignorance of fact, they'll just tell you whatever to further increase their already enormous egos.

Well anandtech, you are my last hope.

Specs btw:
2.8gh P4. 1GB DDR. 9800Pro. 160G HDD. 400W PSU.

Also, out of the blue--Could partitioning your HDD cause this? I'm just trying to confirm this isn't the problem

If you have replaced everything else except for the CPU then it stands to make sense that it must be the problem. But to make sure, download orthos and let it run for a good several hours and see if it comes up with any errors.

Also, could be your CPU is overheating and throttling itself, which can cause slowdowns in games and sound to become distorted. Check your CPU load temperatures by running orthos and use some temp monitoring software to monitor your CPU temps.

I'm installing that program now, but let it be known that my CPU used to run at 35 celcius and still used to this. I just bought a new heatsink last night and I have no idea what it runs at now.

Though not sure what 'throttling itself' means

EDIT: Regarding Orthos, do you recommend I do anything specific using the program? maybe stress the ram and cpu individually and run heavy tasks? Do I receive the results when I stop? Anything to look for?

I'm no expert either, but I have experienced similiar "hitching" behavior. Turned out IDE HDD was running in PIO mode instead od DMA. Never had the problem after that. I was using a ASUS A7N8X with and XP 2600+ at the time.
