OK, this anti smoking campaign must have external forces driving it

Several other countries in the Middle East have adopted anti-tobacco laws, but their enforcement has proven often difficult as smoking, especially of the nargileh, is hugely popular.

is this just international insurance companies dictating our lives or is this the illuminati voting the stuff down? i just dont get it. why cant these sort of things be up to the owners of the individual businesses?
