ok, someone here said that you need to workout legs, to bulk up upper body.

can someone elaborate on this? what exactly should i do? squats? the leg extension thing on the bench?

You don't need to work legs to bulk up upper body, you should see some of the droids in the gym with bulging biceps and chicken legs. But to workout legs, squat is the best.

There's a lot of "experts" here claiming a lot of things. It all comes down to balancing your body, and specific needs. If you are looking for overall fitness, you are an idiot for not doing leg work since 3/8 of your body weight is below your waist. If you are looking to be a bench press pro or a hammer curl expert, then leg work is less important.

If all you want is a decent body, and want to lower your body fat, then you need to work your lower body since you have such large groups of muscles down there just waiting to be toned up and worked out.

Vi is exactly right. You don't HAVE to work out your legs to build your upper body, but it is strongly suggested. Your leg muscle groups are some of the largest muscle groups in your body. Building them up raises your metabolism and helps keep your body fat % lower. The key to over all health is working the major muscle groups.

I told someone previously that they should workout their legs if they want to speed up their weight loss. Maybe you had that confused?

The shoulders are secondary with the incline press, so yes. But the primary muscle groups to be worked are the upper pecs (chest) and triceps.

If you want to work your shoulders, do military or shoulder presses and lateral raises.
