Ok so my HD isn't the problem what could it be?

When I hit the power button all I hear is a little clicking and eventualy an annoying whirring noise. It doesn't even post.

I know its not the HD because I just put in my new WD that I got from dell.

Any other ideas?

Could be a bad new HDD. If you take out the new HDD does it the computer still click?
