Most do, but not all.

Last card I got, thought it was an amazing deal, great % rate, no fees, tons of cash back awards, you name it.

Paid it in full every month, but there was still a few bucks in finance charges, so I was like wtf? Turns out they start accumulating interest as soon as your account is above zero.
