ok I've got a .tif fax file that I need to edit. how would I do that

tried opening it up with word but it looks all weird. I just need to input some info on it and send it back. Oh my scanner doesn't work with win2k which I'm on right now so that is why I don't print it out and just scan and send it back. thanks

my roomate has photoshop but I've rarely used it and wouldn't exactly know how to edit. I'm on his computer now but sadly it is pretty urgent and he's not home. anyone wanna help me out with a tip or two?
