Ok i'm retarded...need some help with formatting an HD

Alright I'm running WindowsXP, and I need to do a format and reinstall on this drive.
Where do I find a program that will do this?
I tried making an MSDOS startup disk from XP, but that doesnt have any of the old DOS format, fdisk functions.

BTW its a Western Digital HD, ive already tried going to there site to get the Diag utility. For some reason I keep getting an "the site is unreachable" message when trying to download it.
