Heh, it doesn't look bad from the ground level. It is just a programming trick so that they can use more polygons/horsepower on the cars and tracks. You'll never notice unless you do a helicopter view...though that will likely break the illusion as it does somewhat in this picture. I think I heard that GT5 is also using bitmapped backgrounds/sky as well.
PGR4 is using dynamically generated backgrounds/weather and a middleware program called SpeedTree to dynamically create all of its foliage. But, I don't think PGR4 is even going to be 60fps like GT5 is shooting for.
It's all about trade-offs on what the devs are wanting to do with the hardware they have.
