If I network a Win98SE machine and a Win95 machine in a peer-to-peer setup, and the 98SE machine has an active internet connection, will the Win95 machine be able to access it?

Second question - can one computer be hooked up to a VPN (if the ISP connection is shared) while the other is not and surfing normally?

Not unless you have some software (like ICS which comes with Win98SE) to share it and it's configured to do so.

Should work just fine.
 
I think you only need ICS available on the machine that's acting as the gateway, so you should be able to set it up on your 98SE machine and be fine.

No, there's no patch for earlier versions of Windows.

There's also a nice free one available, but I can't remember it right now. Hopefully, JackMDS will be along with a link.😉
