well, when i did year 9 math it would go like this.

1-3x4+7

=1-(3x4)+7
=1-12+7
=(1-12)+7
=-11+7
=-4

Trick question. This (1-3x4+7) is not an equation and therefore, can not be solved. On the other hand, it is a mathematical expression and it can be evaluated. It's value is -4.

Well, the image just says "solve this:" which is technically correct grammar. The OP is the one that added "equation".
