Technically I suppose received English is the "perfected English dialect" although it does kind of mean that you're a twat or a Lord if you use it (not that the two are mutually exclusive).
Massillon/Canton area here......A fair number of northeast Ohioans have an accent, particularly around the Cleveland and Akron areas. Its somewhat similar to what you'd consider the stereotypical "Chicago" or midwest/great lakes accent, and most usually from people of Hunky/eastern European heritage.
