I need your help!

I need help thinking of a good example of a "social drama"
A social drama is a drama on tv that attacks dominant ideology, and blames the "system" or society for many problems that happen in the show.

For example, in one episode of E.R., a doctor is put in charge of a pregnant mother who is about to give birth with many complications. His training did not cover this, and so he calls for a specialist for help. The specialist is at another hospital and cannot come to aid the doctor because she is too busy at another hospital. The episode results in the doctor attempting to give birth to the baby and in doing so the baby lives but the mother dies.
One could blame the doctor for the death of the mother, but the underlying message is that it is the "Systems" fault because there is a shortage of specialists.

I need another example of a show / episode that display this same underlying message

Jack Bauer is alwasy bogged down by bureaucratic red tape until THERE'S NO TIME left, then he just takes matters into his own hands.
