UAC is the poorest security component ever. It assumes everything is unsafe. Even things that don't touch root level directories.

Of course everything is unsafe, without a method to determine if a binary is safe (crypto signed or something) it has no way to make an even partially valid guess so it errs on the side of caution.
 
Dell offers dual quad core boxes... you just have to configure a workstation and not a desktop. Although for some reason it only lets you configure a 32bit OS and limits you to 4 gig... but anyway I would not by a dell.. my point is the hardware is available.... and cheaper.
