Just heard the following explanation of another co-worker's new business laptop:
"It's a Centrino M 1.7. The Centrino M is a dual processor setup that normally runs only one of the processors to save battery life and when you have a bunch of crud running it will kick the second processor in. So it's really 3.4 GHz."
