Can a user add a new file to an offline folder when offline?

I have a shortcut to 'offline files' folder but I can't save documents in it, or move documents to it. The only way I can see it working is by creating a file in the share, and synchronizing it. But then the user can't create new files when offline, only modify existing ones. Is this behavior by design?
