Yup. Should have let the play finish instead of blowing the whistle. If it hadn't actually touched him it could have been reversed. Now it's a dead ball and the Giants were probably robbed of a TD.

Yes you can in this case. A receiver can not run out of bounds and back in bounds then catch a ball.
