yes, they are dynamic in the sense that you can control almost every aspect of them:
-location
-size
-background
-transparancy
-behavior (always on top, autohide, etc)
-the icons are magnified when you scroll your mouse over a particular one (this can be disabled)
-the magnification amount can be controlled
-you can control the smoothness of the transitioning of magnification
-you can customize the icons you want
-the recyle bin changes if it's full or empty
-some icons can work as menus (i.e. instead of opening a program by clicking on the icon, a menu pops up from the launcher)
-the icons are animated when a program opens - they bounce up and down for a few seconds (this can be disabled)
-you can have system icons, i.e. my computer, control panel, my docs, etc.
point being - it's an extremely versatile program
