That did it...it was a very weird problem, I didn't flash or do anything like that so I didn't think the problem was too serious.
Glad to hear it. When you do decide to flash these boards you must remember to follow the directions or it will cause you problems later. The directions specifically say once the flash is completed that you have to reset the CMOS using the jumper.
Somewhere fairly recently in this thread is info on the new BIOS. I can't recall if it's 1.6 or 1.7 (I get it confused with the IC7's BIOS #), but they both address the ~255mhz 1:1 O'clock limitation/instability for one. So, if you've hit a wall at 250mhz, you may want to give the new BIOS a shot.
Sure, just do what it says to do to a floppy to a CD instead. Put the .bin or .rom file on it, along with the executable 'flasher', then follow the flash instructions Abit says to do. You have to boot from the CDROM drive of course.
What about the ABIT flash program that lets you download and install the new bios while you are in Windows, no need for floppy, quick and easy.
Make sure your computer is completly stable and not OC'd before doing it this way. Just a warning!
You have the same motherboard that I do, the awesome Abit IS7-E. Go to Abit's site to the bios update page and download the Flash Menu program. It will download and install new updates while you are in Windows. Just hit update, it will go out to Abit and get the bios you need and install it automatically. Shut off your computer and clear the CMOS by moving the jumper for a couple of minutes then turn it back on. One warning... i have a Serial ATA hard drive as my C drive and a IDE drive as my D drive. If you boot off the serial ATA drive you have to go into the bios and tell it to Under the Hard Drive Priority selector. I just flashed my bios and it wouldnt boot up, it seems that IDE drives are automatically selected for booting on a reset bios.

Currently I get a 40c-41c normal temp on my processor and when running prime 95 my temps go to 54c-56c (stock heatsink) is this ok? Also my power supply on Hardware Doctor has fluctating voltages when stressed. (11.92 to 11.80 or so on the 12v).

I had the same voltage fluctuations when I had my TurboLink 420W. When I replaced it with a Antec True Control 550 the fluctuations went away. Your temps are right inline with what I am seeing. For your temps you need to take into account the ambient room temp as well. If you are in a colder room, say 70F (~20C), then your temps are a little high. Note; that Abits temps do tend to read higher than most other boards.
I just found my A-bit IS7 has the onboard sound problems (especially with a mic attached).
Anyone have any solutions other than sending it in for repair(refurb replacement).

Yesterday I built my 2nd Gear using An ABit Mobo which is the IS7-E.
The new system has:
P4 2.4 C
Kingston Hyperx DDr3500
WDC 800BB Hard Drive
Hercules 3D prophet 9700
Cooler master XI4-7H52A HSF
Now I didn't try to push the new gear, but I was only able to get the memory to work @ 2-3-3-7 2.8V !!!!!!!
I thought these HyperX should work 2-2-2-5 !
One more thing what do you think of the Coolermaster XI4-7H52A HSF ?

I have used two turbolink on these system and overclocked both to 3Ghz with the P4 2.4C without any problems.

This weekend I am switching over to an IS7-E board, P4 2.4c (stock HSF), and 2x256 PC3500 Geil Golden Dragon Memory. I am switching over from an ASUS P4S8X w/ a 2.4b/533 and 2x 512 Crucial PC2700. Hopefully I will see some differences.
What I wanted was any advice on what I should try and do as far as overclocking goes. I have hear this board is picky with memory, so I was also wondering if anyone had any experience with this memory and board combination, could they tell me what (if any) problems they had with the combination. Please don't get too technical with terms as I am relatively new to OC'ing and I am actually a finance major, so any attempts to use serious computing language may throw me. Don't get the impression that I am completely retarded, having built 5 rigs prior to now, but try not to confuse me, I overheat easily.

I was having a similar type issue with my IS7 and memory. If GAT was set to Auto everything looked fine in both CTIAW and Cpu-z. Soon as I turned on GAT to any level the divider went from 1:1 to 5:4 no matter what I set in the BIOS.
Well as I said "was having", currently I am awaiting new memory, Memtest found a ton of errors during test 5 phase with my ram (corsair twinx!), so I'm going to test when my replacement memory arrives and I'll let you know what I find out.

If you ran memtest in Dual channel mode that may be your problem. I have had quiet a few different brands/sizes fail at test 5 when using dual channel mode. If I tested them one at a time they were fine.
