You should payout first, second, and sixth or something. We did this in our Basketball league and it kept the bottom half of the league, who would have otherwise been out of by the all star break, into things for the remainder of the year.

Just a thought, otherwise I don't really care on the payouts if it's just going to be 1-3.

**edit** I'd like to get things rolling since the draft is 2 weeks away. Once everyone is paid then we can determine the payouts and draft order. If the pre-set draft is picked then I can do that immediately and we can start to prepare.
