What do you like in your office chair/desk?
What?s the point at which the price/performance ratio is maximized?

I?ve got a $2,500 budget to get 4 chairs and 4 desks.
In theory I could use some folding chairs and card tables and save the other $2.4k;

But then we?re going to be sitting for 4hours at a time 12 hours a day programming.

If you budget, you should be able to get away w/ $400 per user. I picked up a nice L-shaped desk last month; more desk space = more monitors and area for writing (I still like to do some sw design on paper). A comfortable chair is a must if you're going to be there for 12 hours a day, so don't be afraid to shell out a little extra for it.

If you have the time to spend, visit office furniture stores (not just OD/OM/Staples) and make friends with an employee. Sometimes you can find quality used desks at greatly reduced prices.

I think you should focus on the chairs. A semi decent desk will do the job. Heck, I have a $70 desk at home that works with 2 pc's easily and has lasted 4-5 years, but I've gone through 5-6 office chairs in the same time.
