Office 97 installation blocked. How?

I have a version of Office 97SBE that won't install. It is OEM, and a sticker attached comes right out and tells me that:



<< This version of Office 97 Small Business Edition will load only on certain versions of the operating system which have been preinstalled by the PC manufacturer using Microsoft preinsztallation tools in accordance with the Microsoft Distribution and Installation Agreement. Contace your PC manufacturer or supplier if this product will not load on your PC's hard drive. >>



Well, I am the manufacturer. This was sealed, has appropriate appearing COA and packaging.

What do I need to do? Has anybody experienced this?

Hmm you could try using Regmon and Filemon (SysInternals) to see if they're looking for the presence of a specific file or registry key. Perhaps you can fake it into working.
