Office 2000 with SR1a stuck in installation loop

This is the second time I've had this problem, and was hoping there was a better solution than the one I'd come up with:

I log in as an administrator and install Office 2000 using a legit CD key. I then install SR1a, then SP3, then the hotfixes. I open up Office and there are no problems, so I log out and back in as a non-admin user. I then try to open up any office program, but a Windows Installer window pops up, like it's going to configure Office (the CD is still in the drive). It goes to a MS Installer window titled something like "configuring Office 2000 SR1a", then will pop up an error code that no valid source for Office 2000 SR1a could be found. I click OK, but then it pops up the first MSI window and starts over again. Clicking cancel on the "configuring Office 2000 SR1a" window will allow Office to start, but I'm building this computer for somebody and can't exactly hand it over as-is.

The only solution I've found is to:
Install Office and SR1a
Log in as the non-admin user and open Office
Log back in as admin, open an Office program, then install SP3 and the hotfixes
reboot

Has anyone run into this problem before? Any other ways to fix it?
