There is no uniform rule that is applicable throughout the USA, let alone in Canada. If you want a Florida specific answer, then there is a statute that provides strict liability if your dog bites someone - does not matter what the circumstances are.

QFT....off-leash dog parks are designed for (and usually have rules regarding) well-behaved and well-socialized dogs and all dogs are to be within voice command and respond to them.

If your dogs are going to be knocking children over, they should be on a leash.

Yes, you can be sued.

no. i am just watching out for the well being of the citizenry. i created a thread a few years ago where i almost got mauled by an unleashed dogs. it was traumatic.
http://forums.anandtech.com/showthread.php?t=2233609

I did not read the thread you posted, but just the wording of this post reminded me of a Louis CK joke stories they remember being very different than they actually were.

CK: Man, I used to work with the gay guy and he was always trying to fuck me.
Other Guy: Oh, was he constantly making comments about it?
CK: No
OG: Was he always hitting on you?
CK: Nope.
OG: Would he try and be all touchy with you?
CK: Not really.

CK: As it turns out, the story was really "There once was a gay guy."

So, SE, if a dog "almost mauled you", was it an attack and an attempt foiled by some other force, or was there once a dog near you that wasn't on a leash?

You're still here? You made your point somewhere on page two...

Rules, fwiw:

http://www.cityofwoodstock.ca/en/living-in-woodstock/resources/Leash_Free_Dog_Park_Rules.pdf

The parents are cautioned against small children, but they are still allowed. Dogs are also REQUIRED to be under voice command of their handler at all times, which yours wasn't.

But, just socialize your dog with small children. Show her it is not okay to be rough with them (and likely with small dogs as well, which I bet she is also rough with) and everything will be fine.

Many people cannot have dogs, many people's children want dogs. Taking your child to a dog park is a good way to do this.

All dog parks that I know of are people-safe.

We had a huge problem at my dog park (Lake Ida Dog Park in Delray Beach, Florida....Delray was voted one of the best places to live) by assholes that hate on people with money. They brought fighting dogs in with spiked collars and worse and proceeded to place bets on which dog goes down.

The problem was quickly solved.

Ethically, the grandmother was at fault.
Technically, you were at fault for not having the dog under voice control.

Legally, you'd most likely be the one thrown under the bus.
