Bottom Line:
Is this a "safe" way to save some money?

What do I risk in buying an OEM video card?
Also, based on any personal experiences, can Newegg's Open Box items be "trusted"?

Thanks in advance for your replies.

Note: For those wondering which card...it is this one.

EDIT: Poll added.

I think the only risk with open box items is the warranty is reduced on newegg's side:

Return for refund within: 15 days
Return for replacement within: non-replaceable

you would need 6-pin power cable, if you already have it then good, the card will be card-only oem.

The lack of all accessories should be a concern. I guess it depends on what you want to do with the card. That model supports AVIVO, but won't come with the cable. Something to consider if you ever want to sell the card or use it for something other than gaming.

Interesting point there Modular because I tend to resell my video cards when its time to upgrade.

You can get a brand new one for $20 more after rebate from... Newegg. Couple of days ago it was even $10 less.

Open Box (AKA Refurb) used to be better at Newegg BITD because they allowed return for exchange/repair and had free or $1 shipping, plus prices were really low. However, now many items aren't priced too great and shipping is full charge, plus you can only return for refund MEANING a restocking fee.

If it's dead they don't charge a restocking fee. I'd go for it, just be prepared for a card that possibly doesn't work, or a card that won't overclock very well.

I've been watching the new one and if my friend could have paid up today, I would have ordered one tonight.
From your responses, I think I'm shying away from the OEM now.

If I get an X1950XT, I'll probably want to OC it to 650/2000 (XTX speed) but then again, I think it might be powerful enough to just run it stock anyway.
