OEM ATI reference drivers + WinXP, refresh rate problem....

The card is an OEM ATI dual display Radeon/RV100 (Radeon 7000/VE DDR) and I have "play and play monitor selected" for monitor, however it seems to be locked @ 60hz to the desktop, changing refresh rate manually does nothing for the output but it claims it's at the different refresh rate, is this a fix for this?

also tried with a different monitor for kicks, detects the samsung 753df just fine but the refresh rate problem still exists...
