Odometer Disclosure in PA

I was looking at a few older Volvos on Ebay, two of which I was interested in were in PA.
I ran a carfax on both and both had weirdness with mileage.

One of them, the mileage went back 12000 miles in the space of a year.

The other was last logged at 196K miles in 2002 and the guy was listing it as 113K.
I called tthis one up and asked him about it, he told me this, which it also says on his auction listing:


The Vehicle has being EXEMPT from odometer reading due to its age by the Federal LAW in Pennsylvania states "vehicle odometer disclosure is exempt by Federal Law in the vehicles which are 10 or over 10 years old"


SO whats the deal with that?

In PA if your car is over 10 years old you can roll it back no questions asked? 😕
 
A Federal law, by definition, applies to all states, not just PA. Something is screwy. But I suppose you could call up PA DMV and ask them.

Oh, and I'm pretty sure that the state/county/muni law cannot override the federal law unless it is a "stronger" law.
