some of you might be following the other thread in the hotdeals forum about this vendor. the general consensus was that this is a scam. ok, i did send them a mail saying that i am interested and that i will definitely buy from them if i get some proof that my money safe, buyer protection etc, blah blah blah. the sales person sent me this mail:

Let me explain please : our sales department is in Ukraine right now ,here are very stricted laws at this time , and we can't use COD because we will get paid in cheque form and by our laws we will have to wait about 3 month's to get cash out of cheque incasso , same with bank wire transfers . The only accepteble way to get funds here fast is Western Union , i understand your worries , im really sorry but this is not because of my wish.
Oh well ,the thing prevents us from taking your money and running is that we are not to defraud someone here , i will have to use a passport of myself to withdraw funds , you are sending money to a person with name and adress registred , i must have a valid passport id with this name and adress registred in our country , beleive me we have very strict law program here now for the computer related business... and i wouldn't want to get reported to authorities right after ripping off someone like you.
I may provide more prooves of our legitimacy if you will ask for that sir.

You will set the funds up through Western Union. I will verify funds are there but will need to wait until you send me the password to withdraw them, which you will send when the computer arrives.
I think that is reasonable and a fair deal sir.
Answer me ASAP if you feel good with this.

my question is - is what he/she says is true. i.e., can i set up some password with western union that the other person can withdraw funds only with the password. any experts who can answer this. thanks.
