Odd windows problem

Ok, so somebody here at my work has messed up her win2k windows. Whenever she opens a window, such as my computer, there are no toolbars at all. Not even the top one with file, edit, tools, etc. Anybody have any idea how this happened and how to rectify it? We are stumped. Can't alt f, can't right click, its really really odd.
