Odd Windows install problem

Brief summary:
Every time I try to install windows the "copy file" process after the format stops at some point between 10%-20% and does not proceed, even after skipping files. First attempt reached 78% before the stall, after that no more than 20%. Every attempt to install is slower than the pervious (i.e. the format takes 20 minutes now instead of 15, before it took 10). Same with the copy file process.

Full situation:
I am currently trying to reinstall windows but it just refuses to install. I have two partitions, a 20gig partition for windows and a 220gig for storage. When I ran into a nasty issue I blew the windows portion away and tried to reinstall. Initally the format was rather slow but thought nothing of it at the time. When copying the files it got to about 78% when it pops up with the "cannot copy file, retry/skip/exit install" window pops up and absolutly refuses to copy the file. The disk is clean and has very few scratchs as well as I have performed many reinstalls with in the past six months (previous bad hdd). I exit and try to install again; except the format takes about ten minutes before it even begins to do any thing! Progress is even slower than previously. When it copys the files it reaches between 20-30% before it gives me a copy error.

I also tried just over-writing the files, how ever when it scans the drive initally it says it fixed and error, followed by the same copy error upon restart (except it happend at 4%).

I talked to my tech guru at home and he needs to see the machine to tell any thing, but under the work loads of both he and I the machine probably won't be able to be looked at for some time. We ruled out drive failure for the moment as it is a brand new Seagate, which has given him no problems in the past and he's been using Seagates in his machines for the last two or more years. He also suggested formating the entire drive to one partion as the smaller partition may have issues; but I have school information I cannot lose which put it as a bad idea for me.

Any suggestions?

my suggestion would be damaged disk, but i have fixed this issue before by making a copy of the original cd.

may wanna pop round a friends and get a copy made if this works then fine but you will need to get a new install disk later down the line.

While it was shaping up to be a bad Windows disk, I popped in my old harddrive just so I had a computer to use. No more than ten minutes afterwords the Seagate did a meltdown. Fortunately I was able to back up the important information, most of it stored from the last time I had a bad harddrive (ironically the same drive I'm using to back up files right now). Its finals week, Murphys Law, etc. Yeah :(
