Odd Windows 2000 problem

I'm running windows 2000 with Service Pack 2 and every time I run explorer or IE, the little windows installer applet pops up quickly then disappears. I was just wondering if there was a way to get rid of this and what it might be from. Everything else works fine. The version of Internet Explorer I'm running is 6. I just recently repaired this installation, but I've never seen thsi happen before.
