Well here something that I have not seen yet and cannot seem to fine an answer for.

When the computer boots up and goes to the lock screen, when you press any key that should normally bring up the username its seems to stall there, like it starts to go but then stalls and the goes back to the lock screen.
But after a time could be 2min could be 20 you can sometimes get the username to show up and enter the password and it logs in fine

Has anyone seen this?

As for if anything was done prior to this I cannot say as the user does not know

Actually I had figured it out, it turns our that the machine still had some of the Windows 7 era HP ProtectTools (bunch of security tools) that was causing the issue. Once I removed them it boots fine.

Glad that you found the cause and thanks for sharing the solution just in case someone else runs into the same issue.

So in other word the problem was some Junk loading up (or executing) at Startup.

Personalty I always cleaned out all of these tools that are "dished" by the hardware vendors..

Their main existence is to make the Vendor look good (Hey we helping you with tools) and to provide easy access over the Internet to your system at their pleasure.

I suggest that every one should run cCleaner, Click on Tools then Startup and see what is loading. Their is a disable Button to the right which making it very easy to try disabling Junk that one is Not sure about from loading. If it seems to be really needed, One can re-enable with another click.

Sophisticated user can try this too - https://technet.microsoft.com/en-us/sysinternals/bb963902.aspx
