I think it's safer to back in since you can see more easily pulling out. A lot of people are pretty bad at it though. It always makes me laugh at work to see how many back in and use the curb to know they're far enough back.
Its easier to pull in in general, but with backing in, its fairly easy to maintain the distance between the two cars. What's trickier is if you're in an emptier lot with no cars on your side. I often end up sitting on a line. But I don't do it often. I'm sure the Asians mastered this already.
Remember, most parking lot accidents in the US are when cars are backing out. Pulling out is far safer (TWSS) in that you reduce the chance of any accidents due to visibility issues.
That is what I thought. My ex told me many things about Korea and shared pictures with me when she went there. It is an interesting place - well thought out infrastructure, really fast internet, and very clean. She is from Ansan area.
Pretty much all of Asia has amazing infrastructure. I'm talking about the major cities--Tokyo, Seoul, Shanghai, Hong Kong, Taipei, Singapore. They all have an amazing metro and public transportation system that makes you go "WTF America." Even NYC doesn't come close. Sure the subway is open 24 hours which is convenient, but only in America do you have a bunch of stinky people on buses/subway, people blasting music, people shouting, etc. Korea is a bit louder in the subway, but dang in Japan you STFU and you chat on Line Messenger. HK and Taipei to an extent is very peaceful too in my experience. You text and WhatsApp/Line, not talk on the phone or talk loudly. Everyone's disciplined. Even my experiences on the Beijing Metro and Shenzhen MTR make the US look bad.
