Odd Problem with GPU (7850 2GB)

I recently did a refresh of an old build. I bought the HD7850 and it worked well on 1 monitor. As soon as I connected the second monitor, weird blocks started appearing and flickering on both monitors. This would only seem to happen when in Windows mode. This is an example of what it would look like. It would happen primarily around the windows I have open and would flash on and off. A corner of the start button would also flash.

I'm not sure what to describe the problem is. I tried different ports, swapped the DVI cables, lowered the memory clock slightly but all to no avail. This only appears to happen when I am on the desktop though. Stress tests and benchmarks run fine and the temperatures seem okay (less than 70C on load).

My setup:
Seasonic 420W PSU
AMD PhenomII X6 1090T
8GB DDR3 RAM
random mATX motherboard.

Nothing is overclocked. This was a fresh Windows7 SP1 build, and I am using the latest stable drivers.

I am not asking about 3D but 2D clocks.Just ensure your 2D clocks are on par with a standard 7850 2GB version.You can find that using MSI AB,EVGA precision etc etc.
