Odd Power Problem

Greatings!! Having odd power prob with HP Pav 6460. Have reseated all parts. Will press power button and you hear the power supply crank up, power gets to the HHD and CPU fan, but no boot. Everything that is directly attached to the power supply is getting power.

Then, I press the power button off and back on and all is well.

This is driving me crazy...its a toaster.

Anyone think its the mother board? Or what??
