Odd mouse problem with a Z87X board

I have a GA-Z87X-UD4H, f5 BIOS. When I power off at the surge protector, the mouse doesn't work in Windows or in BIOS. I have to unplug it and plug it back in. Then it works.

If I turn the MB off and on with the on-board on/off button the mouse has no problems in BIOS or Windows.

This is an old USB mouse, perhaps 2002-2003 vintage, but I like it. It works perfectly once it is plugged back in. I don't have this problem with my three P55 motherboards.

Any idea what may be going on?

I've written to Gigabyte tech support, but I won't hear back until next week, and I'm going to put this boy in a case this weekend.

Heatsink=Armageddon with two NF-A15's
SSD=Samsung 840 Pro 512GB
Graphics=Intel HD 4600 using 1GB motherboard RAM
PSU=Seasonic X 750W (will use 650W in case)

Are you open to WILD speculation ?

When you turn the computer on/off at its switch, it probably keeps the usb/mouse powered enough to remember any settings that it keeps.

BUT, when you turn the Surge protector off, the mouse gets ZERO power after a bit, effectively resetting the old mouse.
So a "fully powered off" mouse is too old to be recognised during the windows boot process.

End of wild speculation, about things I don't understand enough about.

Try another mouse, does it fix the problem ?

No FIX ==>> WILD speculation is unreliable

Yes fixed ==>> Choose between using old mouse and comp on/off sw, or use a new mouse.

N.B. There is NO NEED to correct my post, I KNOW, that I KNOW very little about what comms gets transmitted for USB mice, and I DON'T know the details of how windows recognises USB mice etc.
So it is ALL WILD SPECULATION.

I have experienced somewhat similar issues, and it does seem to be something to do with 5v standby power going to usb mice, when off at comp front sw.
But 0V standby power, if you properly switch computer off at supply socket.
In my case it's a KVM which forgets its settings, when it gets zero power.

Have the same board, bios f3 and a razer abyssus mouse. Win8

Have no mouse problems when using the pc, where it has been completly powered off (switched off at wall socket)
