odd framerates in halo

I recently got a BFG 6800 GT OC 470 mhz. I am running Halo on 1280x1024 with all details set to max. Im not sure what is going on but the framerate never seems to surpass 40. I've tried turning it down to 800x600, that helps things a lot. But really I would prefer to make full use of my new 6800 GT. It might just be that Halo is poorly optimized, but I figured my new 6800 GT would make up for that fact.
