Odd Explorer Issue - it jumps when double click on folder

Odd problem, I noticed this in the windows 7 rc but figured that it was part of that but now that I have installed windows 7 rtm I notice the same thing happening

What happens if I double click on a folder with sub folders it will expand but it will jump the folder down to the bottom of the explorer window
