Odd boot problems...

I'm setting up a computer with an intel d875pbz and a celeron D...

When I boot, everything seems to work perfectly fine in the bios - it recognizes everything... keyboard works, yada yada yada. Then, whenever i try to boot from a windows installation CD, it won't do it. It keeps loading the old version of windows that was on the hard drive before. I even told the bios that the first boot drive should be the CD and then disabled any other kind of boot, but it still goes into windows. AND when it gets into windows, my mouse and keyboard won't work. I took a different mouse and tried, but it won't even light up (i plugged it into the usb ports on the back of the motherboard too, not through any other usb headers.

I've tried it in both drives, but i don't seem to get anywhere. HELP!
 
You don't get the message "Press enter to boot from CDROM"? Do you have two CDROM drives in the system? Try removing the slave drive. Do you have the latest BIOS installed?
