OCZ Platinum 2GB kit not running rated speeds

I posted on the OCZ forum as well but the issues are:

If I manually set the timings as rated 400fsb @ 5-5-5-15 my system refuses to post. If I set it to auto, it will post but at 5-6-6-15 even though CPU-z shows the SPD at 5-5-5-15 @ 400mhz. Now, I have to increase the voltage to 2.1v to keep the system stable, before it only needed 1.8 and it seems to be getting worse. I tried putting a fan on it but that didn't help.

Any ideas/suggestions?
 
I can't OC it at all, the best I can get out of it is 429MHz @ 6-6-6-18 but it won't even post in my system is I set it to 5-5-5-15 @ 400MHz. I'm baffled since it HAS to be on auto for it to work at all, then on auto it runs it so slowly.
 
I personally wouldn't worry about overclocking the RAM, since the real life difference does not justify the increased stress and heat.

But it MUST run at the rated speed, timings and voltage.

Again - I would RMA, or at least contact the OCZ.
