And for the GPU, it's actually relatively mild stuff.

Even if Binstock, the ex-Valve guy, says that the amount of shaders are far more than a typical 1080p setting. So they clearly put massive faith into optimisation. Will be very interesting to watch the inital batch of the games. Maybe even at E3?

So basically, the Oculus development standard will be to have game companies make their games so that a GTX 970/R9 290 can drive 75-90 FPS?

Would this potentially drive the PC gaming market in general towards the idea of, instead of driving the bleeding edge of graphics up every year, just take measured leaps of graphical improvements with every other GPU generation?

Like, I'm sure in 2 years (disregarding the possibility of a CV2 with different specs), Oculus would likely raise their standard from what a GTX 970/290 can drive to 75-90 FPS, to what a GTX 1070/R9 390 can drive to 75-90?

GTX 970/R9 290 equivalent will be ~$150 in early-mid 2016. Shouldn't be too hard for most people that are interested in a $400 VR peripheral to get a hold of.
